Summary
German bureaucracy is legendary. The system revolves around paper documents, in-person visits to the Amt, and strict procedures. As an EU citizen, you have the right to live and work in Germany without a visa, but you must register at the Burgeramt (Anmeldung) within 14 days of arrival. Without Anmeldung, you cannot open a bank account, sign an employment contract, get health insurance, or receive a tax number. The Anmeldung is literally the key to everything.
